Issue

It is common understanding of the semantic that "operation" relates to the actual position change of an primary equipment whereas "operating" relates to applying a primary equipment.

In Ed.2.1 'SCBR.OpTmWrn' became aligned with 'SCBR.OpTmAlm' to "operating", both dealing with the time in service.

But the description texts of the associated settings 'SCBR.OpWrnTmh' and 'SCBR.OpAlmTmh' still use the term "operation".

Proposal

Change the description texts of the settings 'SCBR.OpWrnTmh' and 'SCBR.OpAlmTmh' to "Alarm trigger level for operating time." and "Warning trigger level for operating time."

This modification will also affect 'SSWI.OpWrnTmh' and 'SSWI.OpAlmTmh' since they inherit from the same abstract LN class.

Should be discussed in TF 61850-90-3 to establish consistency with future PAS IEC 61850-90-3.
Beside this, the tissue seems to have just an editorial impact.
