SCL IOP 2021:
The standard states that the confRev of a control block have to be incremented when the dataset is updated, this include addition, suppression and reordering of FCDA. But what about modification of the structure of a data already in the dataset?
As an example, for a Dataset with an FCD identifying an ACT with only general DA, and where it is decided after first engineering to add phases to the ACT.
Is it considered as a modification of the dataset? As the DO is changing it is a modification as clients/subscribers may need to be adapted.
Proposal
Update description of GSE.ConfRev to add also update of FCDA reference into condition for ConfRev update.
Add detailed condition of ConfRev update to other control blocks which are less detailed

the issue cannot be solved within the scope of a tissue; we propose to address it in a feature version the standard.
SCT could monitor the change of values of the LN.NamPlt.configRev to be informed that the LN has changed, and that the subscribers of the published DOs have to be notified of a change.
Does the change of the lnPrefix of published DOs needs to be reflected in the GSE.ConfRev?

Agree with Joerg there is a system configuration issue here.
Any datamodel change requires a round trip so the SCD is correct. Subscribers affected would need to consume the new SCD.
From a 7-2 perspective any issue affecting dataset (message format) shall increment the confRev:
1) Description of ConfRev in Table 87:
Replace "any deletion, addition or reordering of members of the DataSet"
with:
"any deletion, addition, structural type change(add, remove DataAttribute of a structured FCD) or reordering of members of the DataSet"
2) 17.2.2.7
Replace "any deletion, addition or reordering of members of the DataSet"
with:
"any deletion, addition, structural type change(add, remove DataAttribute of a structured FCD) or reordering of members of the DataSet"
3) Table 95:
Add in the confRev description enumeration list:
- any addition of a DataSetMember
- any structural type change (add, remove DataAttribute of a structured FCD) of a DataSetMember.
