Issue

The local/remote concept as laid out in parts 7-4 and 7-1 is missing some clarifications, e.g.
- objective of the L/R concept
- is LN.Loc applicable only for control commands initated by Services?
- how to consider XCBR.Loc - also for trips and automations?
- LocSta: Is there an inheritance from LD to subordinate levels?

Proposal

Propose to extend Part 7-4 Annex B with clarifications
