Issue

In tissue 830 a proposal has been accepted:

"Incoming data with q=test+operatorBlocked means validity=good AND test=True AND operatorBlocked=True".

But in IEC61850-7-3, page 14 paragraph 6.2.6, if a data is frozen by operator, so identifier "oldData" shall be set. And according detail quality table, if identifier "oldData" is set, quality has to be "questionable".

Proposal

Modify "Incoming data with q=test+operatorBlocked means validity=good AND test=True AND operatorBlocked=True" by "validity=questionable AND test=True AND operatorBlocked=True".

Agree. Additionally change line in tissue #830:

"Incoming data with q=operatorBlocked means validity=good AND test=False AND operatorBlocked=True" by

"Incoming data with q=operatorBlocked means validity=questionable AND test=False AND operatorBlocked=True"
