The quality information "q" in the first column is not consistent with IEC 61850-7-3 Edition 2.
The row "Incoming data with q=normal" does not use the definition of 7-3. In 7-3 the q table 2 has: validity, source, test and operator blocked.
We should use the same language in 7-4 and 7-3.
Proposal
I guess "normal" in "Incoming data with q=normal" means validity=good AND test=False AND operatorBlocked=False.
Incoming data with q=operatorBlocked means validity=good AND test=False AND operatorBlocked=True.
Incoming data with q=test means validity=good AND test=True AND operatorBlocked=False.
Incoming data with q=test+operatorBlocked means validity=good AND test=True AND operatorBlocked=True.
Incoming data with q=invalid means validity=invalid AND test=don't care AND operatorBlocked=don't care.
