The 61850-8-1 Server requirement for InformationReport F/S is marked "c7"
"c7 Shall be 'm' if support for ACSI Report or ACSI command termination is declared."
However, this does not mean that the InitiateResponse.ServicesSupportedCalled should be TRUE to indicate support for InformationReport. According to ISO 9506, the TRUE shall indicate:
"Support of unconfirmed services shallbe defined as the ability to accept and indication primitive and to pass the parameters to the service interface." ISO 9506-1:2011 (also 1990). This means that a TRUE indicates the ability to receive an InformationReport not send it.
Proposal
Clarification needs to be made for the Server component F/S component of InformationReport. Suggest a different conditional or that c7 be refined to indicate the "reception of a Terminate".
A note could also be added that if the sending of the Terminate is required, then the sending of an InformationReport is mandatory. However, this has nothing to do with the setting of the bit in the InitiateResponse.
