Issue

When a client requests an Operate of INC with a control value outside the min/max range what AddCause value should be returned? Table 21 is pretty clear on the semantics but I can't find something like "object-value-invalid" or "value-out-of-range"

Proposal

Consider to add a new AddCause value in a newer revision and for Ed2/2.1 use "not-supported".

According to IEC61850-7-2 Ed2.1 Table 26, the AddCause value Inconsistent-parameters is defined as:

The parameters between successive control services are not consistent, for example the 'ctlNum' of 'selectWithValue' and 'operate' service are different,
or the service parameters use values out-of-range of the supported range.

The reported case applies to the 2nd example: "the service parameters use value out-of-range of the supported range".
