Currently, QVVR is defined to apply to one phase only.
From a PQ point-of-view, a voltage variatiion is viewed from the variation on the first phase until end of variation of the last phase. In a three phase system, even when all three phases have a variation (e.g. dip) only one event is of interest. When the event is finished, the total duration (from start of dip of first phase to end of dip of last phase) and the variation depth of the lowest / highest phase is relevant (see picture). In addition to this, it is relevant to know which phases were involved in the event.
Proposal
Remove sentence "This LN refers to one phase only." from the description of the logical node QVVR.
Add optional DO PhsAff (affected phases) with CDC ENS. Values of the enumration are all possible combinations of phases.
Extend description of DO VVa to be "lowest / highest absolute voltage of the phase with the lowest / highest dip, intr / swell)".

We should name the DO to "AffPhs".

Here is the missing definition of the enum:
<EnumType id="PhsAff">
<EnumVal ord="1">PhaseA</EnumVal>
<EnumVal ord="2">PhaseB</EnumVal>
<EnumVal ord="3">PhaseAB</EnumVal>
<EnumVal ord="4">PhaseC</EnumVal>
<EnumVal ord="5">PhaseAC</EnumVal>
<EnumVal ord="6">PhaseBC</EnumVal>
<EnumVal ord="7">PhaseABC</EnumVal>
<EnumVal ord="8">None</EnumVal>
</EnumType>
