Issue

EnumType with id="ctlModel" uses an attribute name in stead of a type name.

The type name is defined in IEC 61850-7-3, page 21, 6.12 CtlModels definition.

For Part 6 (2009-12; version 2) there is a related tissue (#769) which observes the problem but does not suggest a solution.

Manufacteurs are using both names 'ctlModel' and 'CtlModels' in SCL files. This is creating problems for interoperability

What type name should be used?

Proposal

Change the (normative) description in 61850-6 annex B to follow the definiton in 61850-7-3 section 6.12
Change the EnumType id from 'ctlModel' into 'CtlModels.

Not Applicable As the enumeration type names are in principle only of local meaning inside an SCL file instance and may be changed by any system tool, this should not create interoperability issues. Any names suggested by the standard do now belong to the parts introducing the enumeration, i.e. currently 7-3 and 7-4 Edition 2. For the latest state of 7-4 have a look into Tissue 686. Thus, for part 6, as already stated in the mentioned TZissue 769, this is irrelevant.By the way, part 6 Annex B is for this reason informative and NOT normative. 21 Aug 12
