Issue

There is no information about frequency and the number of phases for a voltage level.
(Topic discussed during the WG10 meeting in Berlin.)

Proposal

Add two optional attributes (without any default) to tVoltageLevel:
- decimal "nomFreq" to hold the nominal frequency
- unsigned int (>0) "numPhases" to hold the number of phases
In case any of the attribute is missing, the information is not known (backwards compatibility).
