Issue
The SGCB has an optional ResvTms attribute similar to BRCB. The BRCB has a ResvTms Services - ReportSettings and I propose to do the same for Services - SettingGroups
Proposal
Append resvTms="true" after SGEdit and ConfSG. The default value is false.

The value TRUE at SGEdit will mean that the appropriate SGCB (SettingControl) attribute is online visible.
