Issue

In the semantic table the use of opRcvd is only allowed in TEST/BLOCKED. See tissue #838 (part 7-4). For some testing use cases opRcvd should be allowed also in Beh=Blocked.

Proposal

Change the description of OpRcvd to allow it also in Beh=Blocked.

7-3 does not say, that the use is only allowed in TEST-BLOCKED. It only says that it is particulary useful when the LN is in Beh TEST-BLOCKED. If present, the atribute will always be present, independent of Beh and as such it has to be generated to behave correctly.

However, it is proposed to delete the part "in particular when the LN mode is TEST-BLOCKED".
