Why does the XML schema of Edition 2 allow to create Log Control Blocks (LCBs) with logNames whose Logs do not exist in the SCL file?

At first: with SCL you can not check what is really on an IED.
At second: the current definition allows to state only the log name, if the log is in the same LN as the LCB. However, these attributes must be filled if the Log resides in some other LN or even LD. Therefore it is not possible to write a formal XML level check. 		18 Apr 12 Not Applicable
