PICS.M11 defines Control Model and PICS.S54 for Operate as mandatory for Servers
If an IED does not support any data object of class "controllable" (its a measuring IED only) or supports controllable but with (ctlModel = status-only) then it does not make sense to support Control model and operate.
A tissue for 7-2 Ed2 may be added as well.

Change M to cxx for M11 and S54:
cxx – shall be ‘M’ if an server implements at least one controllable data object with ctlModel unequal status-only.

Ballot Period
Even if an server has no object which is commandable, it should support the Operate command so that it can give a reasonable (negative) response. Therefore no change to 7-2.
AC_CO_O already means that the attribute is optional. The implementor has to decide if it makes sense to provide it (e.g. if 'status-only' is dynamically changeable) or not. Even if it makes no sense to supply it, it does not harm if it is there. Therefore also no change needed.
