Issue

Part 7-2 restricts values of TimeAccuracy to 7 choices corresponding to the 61850-5 performance classes.
However 61850 does not actually mandate a limited range of timestamp accuracies.
61850-8-1 allows encoding 24 values of TimeQuality (0 and 23 indicating accuracy known and 31 indicating unspecified accuracy).

Proposal

Replace text in paragraph 5 "The values of n shall be as listed in Table 9" with "Table 9 indicates minimum values for a specified 61850-5 performance class. Values of n greater than 23 indicate special special cases."

Accepted. The actual accuracy can be stated with each value 0 to 30, with 31 idicating unspecified / unknown accuracy. Table 9 defines the mapping of these values / value ranges to the accuracy classes from IEC 61850-5. 23 Feb 12 Discussion (red)
