Issue

There is no way to specify in SCL whether the optional "Owner" attribute is present in Report Control Blocks. This would require clients to use the GetDataDirectory service (MMS GetVariableAccessAttributes service) to determine if "Owner" is present in Buffered and Unbuffered Report Control Blocks on the server.

Many client application developers would prefer to avoid using GetDataDirectory for this purpose.

Proposal

Add an "owner" attribute to the ReportSettings element (see Table 11). This would indicate if "Owner" should be present in Buffered and Unbuffered Report Control Blocks (much like "resvTms" is used). The default should be "false" if "owner" is not present.
