Issue

SCl has introduced the service and engineering capability section to allow a system tool to forbid engineering activities which lead to an SCD file not acceptable by the IED tool respective IED. The current SICS defines this system tool checks as S56 to be optional, however a system tool without this feature will lead to a lot of problems.

Proposal

Make SICS S56 mandatory.
