Issue

The last two values "Inconsistent-parameters" and "Locked-by-other-client" have the inverse order of the one specified in the enumeration declaration in the normative Annex B of IEC 61850-7-2.

Please harmonize.

However the tables are both aligned. The tissue should apllied to 7-2 to make its annex consistent with the content of its table. AddCause definition in 7-2 may only cause interop problem with the interpretation of AddCause in the tracking but changing in 8-1 would lead to interop issue in the controling. therefore TISSUE in 7-2	13 Oct 11	Ballot Period
