Improve the description of the DOs OutOv/InOv for LPHD and LCCH

Proposal

Add the following description in the LN table of LPHD.OutOv/InOv and LCCH.OutOv/InOv:
This data object comes to true when a buffer overflow has occurred for the output buffer and important annunciation’s may be lost for the communication. It comes back to 'false' when the buffer has returned to normal operation
