Issue

There is an inconsistency in this part:

In IEC61850-8-1 Ed2 Table73:
The attribute: GoID and DatSet are read-only attributes.

While, in IEC61850-7-2 Ed2 Table42:
The attribute: GoID and DatSet are writable attributes.

Proposal

Clarify this inconsistency.

The service SetGoCB value can where supported change the GoEna, the GoID and the DataSet. 8-1 has chosenn to keep GoID and DatSet attribute as Read only to avoid system configuration issues. 8-1 being purposly more restrictive than 7-2 isn't here an inconsistency.	20 Sep 11	Ballot Period
