Issue

A data set entry (FCDA element) should always refer to either a functionally constrained data attribute (FCDA) or a functionally constrained data object (FCD).
GSSE labels do not need to be supported anymore.

Proposal

tFCDA should have the following attributes as mandatory, and not optional: ldInst, lnClass, and doName. Attribute prefix should be as is (optional, default empty string) as well as lnInst (if missing, means an LLN0 is referred).
