Issue

8.1.2.2 states "Values that are less than 0 shall be considered private values. The range of allowed values
are specified in IEC 61850-7-2 and IEC 61850-7-3" while IEC61850-7-3 Table A.5 states negative values for (some) unit multipliers.

Proposal

Remove statement "Values that are less than 0 shall be considered private values.".
