Issue

When a DRCT refers to an aggregation of units, it is unclear whether start delay refers to a sub-unit within the aggregation or the entire aggregation

Proposal

Change definition from "Nominal time delay before starting or restarting" to "Nominal time delay before starting or restarting a single unit or the aggregation".
A similar change applies to StopDlTms.
