"A transition of LogEna from disabled to enabled or from enabled to disabled shall cause a log entry to be placed in the LOG".
LogEna is an attribute of the LCB that has a trigger condition of data-change. The previous sentence seems to describe that in any change of LogEna a new logentry shall be created. But what happens if the TrgOps of the LCB only allow integrity-logging? Shall we also create a logEntry?
Proposal
We propose different possibilities to clarify this issue:
- "A transition of LogEna from disabled to enabled or from enabled to disabled shall cause a log entry to be placed in the LOG, no mattering the trigger conditions or if the LogEna belongs or not to the dataset related to the LCB".
- "LogEna shall be included in the dataset related to the LCB so its value changes will be logged if the trigger conditions allow it"

Accepted in principle.
The LogEna may be used to store a log entry into a Log. Do do that we need to define a DataSet with the LogEna as a member. Then we need another LCB that refers to that DataSet and to a Log. The LCB needs to be configured (set) to accept dchg (data changes).
This is an application of IEC 61850 ... we cannot require this "monitoring" of the "logging".
I suggest to change the text in
"14.3.2.2.3 LogEna – log enable
The attribute LogEna shall indicate that this LCB is recording into the LOG specified by LogRef.
A transition of LogEna from disabled to enabled or from enabled to disabled shall cause a log entry to be placed into the LOG.
NOTE The attribute LogEna may be set to TRUE automatically by a server after turning the server on.
While in the state enabled no changes of attribute values of LCB other than disabling shall be allowed."
to:
