Tissue 168 resolved the order of extension attributes as "in the same order as specified in the ICD file". There is no mention of extension data objects.

Define extension data object ordering similar to teh resolution in Tissue 168 ("as defined in teh ICD file"

"Within a MMS component, representing IEC 61850-7-4 DATA, the order of MMS components is determined by the order of the names of the common data classes (as defined in IEC 61850-7-3 or IEC extensions of it).
