Issue

Example instance file has 'sxy:schemaLocation="d:\data\IECTC57\SCL-XML\SCLcoordinates.xsd" which is incorrect but generates NO errors due to the 'anyAttribute' portion of tBaseElement. However it has the effect of removing any type checking of the coordinates schema.
For example, the instance file could specify attributes 'sxy:junk=""' or 'sxy:dir="diagnonal"' without error.

Proposal

Move the namespace/location pair to the existing xsi:schemaLocation attribute. The attached file (source unknown) is correct.
