Issue

Element tServices gives the information about the capabilities of the IED, e.g. ReportSettings. Unfortunatly it is in this stage (when you start to configure with systemconfigurator) not clear if the IED supports buffered or unbufferd reporting or both. But to avoid errors in the configuration of RCB it would help.

Proposal

Include in ReportSettings an attribute if buffered/unbuffered/both reporting is supported.

In principle accepted. However, configuration related parameters belong to ConfReportControl element. There the following attributes will be introduced:
bufMode: unbuffered, buffered, both in case that new instance types are allowed to be created.
bufConf: false, true, where true means that via SCL the 'buffered' attribute is allowed to be changed for preconfigured RCBs.
