Clarify the characteristics of "r" and "w"

The definitions of "r" and "w" can be found in clause 4. These will be clarified. Additionally, add "rw" definition.

"r = mandates that the item is readable. The ability to write the item is a local issue."

"rw"= Mandates that the item is both readable and writeable."

"w = Mandates that the item is writeable. The ability to read the item is a local issue."

The proposal does not consider different usages, i.e. the scope is not clear. The proposal's meaning is acceptable as a requirement from the standard, e.g.: "r" means, the considered data/attribute shall be readable, it may additionally be writeable.
In the context of a description of an implementation however, a 'may perhaps' is not allowed. Here an "r" means readable and nothing else, and if it is also writeable, then a "w" must be added additionally. This means that a standard formalism working with 'but may also' can not be used to describe an implementation (instance) of the standard. 		16 Feb 06 Discussion (red)
