Different Private section may belong to different tools or manufacturers. according to 8.2.6 this isdistinguished by the type attribute, however from the schema this attribute is optional. It should be required.

Proposal

Makte the use of the "type" attribute of the "Private" element 'required' instead of 'optional'.
