Issue
8.1.2.5 describes the behaviour of the sender.
No rules are edited for reception in GOOSE.
In particular, are GOOSE datasets to be queued or shall the new frame overwrite the former ? What shall the receiver do in case the sequence numbers are not contiguous ? How shall the receiver handle priorities ?

Define the state machine for reception.
