Issue

The definition of MMSString depends on an MMS option (CBB char) that
is not known to IEDs that only operate according to the GOOSE protocol and have no MMS stack. Further, the definition in Annex G 3 is wrong, since both options yield an UTC string. Use of UTC8 strings also contradicts the use of ISO646 prescribed in 8.6.1.2.5

Proposal

Do not use MMSString, but VISIBLE-STRING as defined in 8.6.1.2.5

I believe that the issue here is that Annex G is the addendum submitted for ISO 9506. Karlhienz will need to verify. If it is, then it is too late since we really do want UTF (I think that is what the comment is regarding). 30 Sep 05 Discussion (red)
