Issue

The UCA user group test cases, version 1.0 (accessible for UCA iug members) shows conformance blocks. This is more or less equivalent to DNP level 1, 2 etc. Goal is increase of interoperability and simplify this for the user.

Proposal

Proposal is to add the conformance blocks in -10 as an annex B and incorporate this in the paragraphs 5.4.1, 6.2.4.5, 5.5 and possibly other paragraphs that might need a reference to this annex.
