Issue

The Table 1 is indicating that the SwModKey = True overwrites the ControlServicePAremeter Check from the client. However Tissue 1782 clearly states that these bits are to be set by the client (default) and not overwritten by a SwModKey object. Tissue 1845 also clarifies that SwModKey only applies for local command only.

Proposal

Correct the Table 1 according to the tissue #1782 and #1845
