Issue

The paragraph states:

-the SICS S61 becomes mandatory…

And S61 is optional.

Therefore, an SCT is not required to export downgraded SCD files.•

Proposal

Change I.1.1:

-the SICS S61 becomes mandatory… to

“the SICS S61 is mandatory for the SCT to be able to export SCD files compliant with all current amendments of the current base version, current base version, and the previous base version.”

Additional change S61 from 0->M.

The downgrading export is mandatory to continue supporting old editions in a mixed environment, independently of the edition in the system, and to address updates in the standard which cannot be supported by the must understand rule
