Issue

For both tSDI and tDAI (SCL_IED.xsd)), the attribute name="name" has got the type="tRestrName1stL". This restriction is too strong since some SDI and DAI may start with a upper case (for instance Oper).

Proposal

Change the type to "tAttributeNameEnum" which includes an enhanced definition for the name of SDI and DAI (as used in the SDO and DA definition in SCL_DataTypeTemplates.xsd)
