Issue

The text describes three alternatives of management mechanism, that clockes shall support.
The second alternative references is the IEC 61850-90-4:2013. This reference is wrong as the IEC 61850-90-4 will be published in a second edition (IEC 61850-90-4:2020).

Proposal

Replace reference of IEC 61850-90-4:2013 by IEC 61850-90-4 (without publication year, so that all future editions will be covered).
