Issue

The value coding for the Val element has to follow the XML schema data type as specified in table 45. In this table for FLOAT32 and FLOAT64 the XML schema type xs:double is defined. This type uses the period (".") as mandatory for the decimal separator. However, the example in the same row uses the "," as decimal separator.

Proposal

Either fix the example to use the period character or add a clause that the comma (",") is also allowed.

neverthelss, Michael is correct in his analisis as well as Bruce in reminding the w3c restriction.
This issue was already adressed in 825 with the same conclusion. "." is allowed; "," is not. 		14 May 18 Future Improvement

Note that W3C schema lexical value prohibit comma (",") as a decimal separator.
