Issue

Order of 7-2 MTS, NTS is not in alignement with the mapping of in IEC 61850-8-1.
8-1: (svEna, msvID, datSet, confRev, smpMod, smpRate, optFlds, dstAddress)
8-1: (svEna, msvID, datSet, confRev, smpRate, optFlds, smpMod, dstAddress, noASDU)

Proposal

To avoid interoperability issues (the order of the attributes is mandated by 8-1), modify the order of MTS in 7-2 to match 8-1.
NOTE: noASDU is an 8-1 extension due to the 9-2 MAPPING extension of the MSVCB definition.

Deprecate NTS.

7-3 Ed2.1: (svEna, msvID, datSet, confRev, smpRate, optFlds, smpMod, dstAddress)

Already applicable for Ed2 implementation as the 8-1 order remains unchanged.
