From this figure, in Unselected state, there is only SelVal_req, not consider Oper_req

Proposal

Should add this condition in Figure 42.see attachment.

No, not accepted. The Table 47 already specified that Oper_Req in state Unselected is respnded negatively with the addCause: object-not-selected. 08 Mar 17 Not Applicable
