Issue

Part 7-4 specifies the LGOS.LastStNum is of CDC INS which specifies the stVal attribute type as INT32 (Signed Integer).
Part 8-1 specifies the GOOSE message header StNum type as INT32U (Unsigned integer)
Both attribute types should be same.

In LGOS only available CDC from part 7-3 can be used. Therefore this tissue has no impact in this part.
Additionally new comments/tissue for part 7-4 shall be published by National Committee to the CDV document of part 7-4. 		13 Apr 16 Not Applicable
