Issue
Definition of max attribute within IED / Settings / ConfReportControl is not clear.
Two possible interpretations:
1. Total number of <ReportControl> XML elements in all logical nodes
2. Total number of xRCBs seen by clients (sum of RptEnabled@max attributes in all ReportControl elements)
