Issue

Client can create Dynamic (persistent and Non-persistent) datasets using "CreateDataset" service. How the SCT can define dynamic datasets information in SCD, so that both client and server can differentiate the static and dynamic datasets?

Dynamic data sets are per definition NOT in an SCD used to configure IEDs, else they would not be dynamic.
If (outside scope of the standard, however implementable with standard means) you use an SCD as specification of a system, then the data sets to be dynamically created (if the IED supports this) are those contained in the SCD file, but not existing in the online IED. 		12 Nov 15 Not Applicable
