Issue

Current text: "The parameter StNum shall contain the counter that increments each time a GOOSE message has been sent and a value change has been detected within the data-set specified by DatSet."

It is not prohibited that the StNum increments even when the value has nit changed. Implementations may increment stNum cyclically even in cases where no value has changed.

Proposal

Add the following sentence after first sentence: "The value of StNum shall not increment if no value change has been detected."

The current text is clear that StNum changes only when there has been a change in the data set.

Note that the 7-2 SendGOOSEMessage does not deal with retransmission at all. 8-1 provides more information.

I propose to set to blue.
