Issue

The conformance testing verifies the respond for reading a setting [SE] while the EditSG=0 expecting "temporarily-unavailable". However table 22 does not specify this data access error.

Proposal

Consider to remove this part of the test or clarify/extend this clause part of the standard

I agree with the proposal. 16 Oct 15 Ballot Period
7-2 defines in 16.2.2.5 - "if the value of the EditSG is (=0) then the use of services SetEditSGValue (with FC=SE) and GetEditSGValue shall cause a Response-.

Additionally, 7-2 defines in 16.3.4.4 SetEditSGValue.resp- and in 16.3.6.4 GetEditSGValue.resp-
"The parameter Response– shall indicate that the service request failed. The appropriate ServiceError shall be returned."

8-1 specifies in 8.1.3.4.4.2 Write:
"...or the writability/accessability of the object depends on the value of another object(e.g. Setting group values. The MMPM shall return a failure within the Write-Response+ indicating dataAccessError="temporarily-unavailable".

Proposal
Extend 8-1 8.1.3.4.4.1 Read with
"A ReadRequest of VariableAccessSpecification that specifies an object which accessability depends on the value of another object(e.g. Setting group values. The MMPM shall return a failure within the Read-Response+ indicating dataAccessError="temporarily-unavailable".
+ add line in table 22.
