Issue

For the given examples of GOOSE 'MinTime' and 'MaxTime' the multipliers are missing.
These values are given in milliseconds, so, together with the unit "s", the multiplier "m" is applicable for each of them.

Proposal

Lines to be modified into

<MinTime unit="s" multiplier="m">4</MinTime>
<MaxTime unit="s" multiplier="m">1000</MaxTime>

For both cases, the multiplier is optional in SCL, and fixed to "m" (milli). Thus, it is either present and must be "m", or if missing the interpretation shall be "m". Note: unit is also allowed to be missing (it is optional, fixed "s").	03 Jul 15	Not Applicable
