SICS I212 (support of ldName on other IEDs, i.e., as client/subscriber) should be mandatory instead of C3.

TC57WG10 Meeting in Saclay decision:
Turn Tissue 1419 to interoperability.
It is mandatory from Ed2 on to support ldNaming at the client and subscriber side.
Part 6 Ed2.1 mentions:
The attribute supportsLdName indicates that the client/subscriber understands explicit LD name setting at servers (mandatory for clients/subscribers from Ed2 onwards).
