Issue

The SICS indicates S110 import if IID file is optional. This is true for Ed1 SCL tools however for Ed2 SCL tools the IID import shall be mandatory to support round-trip engineering.

Proposal

Change the S110 condition from optional to conditional. The condition is: "Mandatory for Ed2 or higher"
