Issue

In IEC 61850-7-4 and IEC 61850-7-4xx standards it is unusual that enumerations start with value zero. They start with 1 instead.
However in IEC 61850-7-420 almost all enumerations start with 0 and use this value for enumeration item "Not applicable/Unknown" or "Unknown".
To reach consistency with IEC 61850-7-4 Ed. 2.1, in which the value 98 was used for enumeration item "Not applicable/Unknown" (see enumerations MaterialKind or MaterialStateKind) it was decided to use the same convention for enumerations of IEC 61850-7-420.

Proposal

Change the value for enumeration items "Not applicable/Unknown" or "Unknown" from 0 to 98 and reorder the enumeration items accordingly. Affects almost all enumerations defined in IEC 61850-7-420.
