Issue

In the LN ZCAP the data object CapDS (capacitor bank device status) is modeled as SPC (controllable single point status). But capacitor banks are closed to the network by a switch that needs a switch command (control to XCBR/XSWI). So the CapDS can just show the status and don't need to be controlled.

Proposal

Change the CDC SPC of the DO CapDS into CDC SPS. Change the presence condition to optional.
