Inconsistency between RSYN definitions in between both chapters P and R.

Since in the tissue no text change was requested but only consistency at both places, the tissue is an editorial one. Since for this purpose a common text is needed, the text is given but with a very short time for comments in case if requested. 02 Jun 15 Discussion (red)
The inconsistency will be resolved by using the following text on both places defining RSYN, i.e. in chpaters P and R.
"A synchronizing function that produces an release for a closing command of a circuit
breaker between two circuits whose voltages are both within prescribed limits of magnitude,
phase angle, and frequency. This functions permits the paralleling of two energized circuits with minimum stress for the switching device and the network."
